The DMK has asked Tamil Nadu's Directorate of Vigilance and Anti-Corruption (DVAC) to register an FIR into an alleged offer of ₹5 crore to minister A. Rajmohan by a person seeking to head the state's Iyal Isai Nataka Mandram, The Hindu reported.

What the minister said

Speaking at Tamil Nadu Day celebrations at Egmore in Chennai on Sunday (November 1), Mr Rajmohan said he had been offered ₹5 crore to appoint someone as president of the Mandram, the state body that promotes Tamil literature, music and theatre. He said the offer came through Loyola Mani, chairman of the Tamil Nadu Textbook and Educational Services Corporation.

"I have not revealed this before," he said, according to The Hindu. He said he had told Mr Mani that he would not give the post to an unsuitable person "even if someone offers ₹500 crore as bribe", and that singer Pushpavanam Kuppusamy was appointed "without even getting a single rupee from anyone". A clip of the speech spread widely on social media, PTI reported.

Mr Rajmohan has not named the person who made the offer. No evidence of the offer has been made public, and neither the minister nor Mr Mani has said whether they reported it to any authority.

The DMK's complaint

On Monday (November 2), DMK legal wing joint secretary I. Paranthamen asked the DVAC director to register an FIR. "The Minister did not report the offer to the DVAC or any other law enforcement agency. He made it public only on November 1, without disclosing the identity of the person who made the offer," he said in his complaint, according to The Hindu. He argued that by keeping quiet, the minister and Mr Mani had concealed evidence of an offence, and asked the DVAC to secure their communications with the person who made the offer.

Other parties have also asked for the person to be named. AIADMK leader D. Jayakumar said the person should be prosecuted and that Chief Minister C. Joseph Vijay should name him, The Hindu reported. BJP leader Narayanan Thirupathy said on X that both offering and taking a bribe are crimes, ThePrint reported, citing PTI.

Why it matters

Under Section 8 of the Prevention of Corruption Act, 1988, promising a bribe to a public servant is itself an offence, DMK spokesperson Saravanan Annadurai pointed out, according to PTI.

No response from the minister, Mr Mani or the DVAC to the complaint has been reported.
