Terror as statecraft can never be justified, says Jaishankar, without naming any country

Speaking at the Chinmaya Mission's 75th anniversary, the external affairs minister said terrorism continues because not every state shows zero tolerance.

S Jaishankar said using terrorism as an "instrument of statecraft" is unacceptable and can never be justified.

He said it continues because "not all states really display zero tolerance", without naming any country.

Citing the wars in Ukraine and West Asia, he said "war anywhere threatens peace everywhere".
