Cyclone Arnab, which crossed the Andhra Pradesh and Yanam coast early on Wednesday as a very severe cyclonic storm, had weakened into a depression over south Chhattisgarh and south Odisha by Thursday, the India Meteorological Department (IMD) said. It is expected to weaken further into a low-pressure area by Thursday evening. This is where things stood on Thursday afternoon, October 29, according to The Hindu's live coverage.
Andhra Pradesh
The cyclone killed five people in Andhra Pradesh. Chief Minister N. Chandrababu Naidu announced a relief and compensation package for affected families, farmers, fishermen and businesses, and asked Union Home Minister Amit Shah for the Centre's help with damage to crops, houses, roads and power lines.
In Visakhapatnam, schools and colleges stayed shut on Thursday. At least 554 people were in 15 relief centres in the district on Wednesday, and pregnant women had been moved to hospitals as a precaution. Paddy and banana crops were damaged in Guntur district.
Rivers in Srikakulam, Vizianagaram and Parvathipuram Manyam districts kept rising even after the skies cleared. The Nagavali at Srikakulam was 1 cm below its warning level at noon.
Odisha
About 2,000 people have been cut off by floodwater in Ganjam district, Chief Secretary Anu Garg said. The State plans to airlift around 100 villagers from Sanakhemundi, Asika and the Gopalpur area first. Indian Coast Guard helicopters are on standby, but rain and low cloud were holding back flights.
More than 200 villages in 22 blocks of Ganjam and Gajapati districts have been badly hit, and a stretch of National Highway 326 linking Ganjam and Mohana has been washed away. Chief Minister Mohan Charan Majhi said 17 districts had been affected by heavy rain, with Gajapati the worst hit.
Trains and other States
Floodwater rose above the danger mark at a railway bridge between Ichchapuram and Jhadupudi. Three Brahmapur–Visakhapatnam trains were cancelled, and several long-distance trains, including the Falaknuma Express to Howrah, were diverted via Vizianagaram and Titlagarh.
Rain and squally winds hit parts of West Bengal, with heavy rain expected until Friday. Jharkhand also saw heavier rain, and thunderstorms were forecast for 12 districts of Telangana.
Amit Shah spoke to the Chief Ministers of Andhra Pradesh, Puducherry, Odisha and Chhattisgarh and promised all help. He said National Disaster Response Force and State teams were carrying out rescue and relief work.
What next
A fresh low-pressure area formed over the south Andaman Sea on Thursday morning. The IMD expects it to strengthen into a depression over the southeast Bay of Bengal by October 31, and officials in Amaravati said it would "most likely" affect Andhra Pradesh, where rivers are already in spate.
