The family of Vinit Kumar Dubey, 21, of Bilaspur says he was detained in Russia and is being tortured to make him join the war in Ukraine.
He went to Russia on October 1 for a $1,200-a-month job offered through a Telegram group, his teenage sister said.
Bilaspur police and the district administration have written to the Indian embassy in Moscow and the MEA; neither has commented yet.
