Police in Arunachal Pradesh have arrested 26 people, including five juveniles, over the violence in Pasighat during last week's bandh against the proposed Siang Upper Multipurpose Project (SUMP), Hindustan Times reported. Protests against a second hydropower project turned violent on Monday.
The Pasighat arrests
East Siang Superintendent of Police Pankaj Lamba said those arrested include anti-dam activist Ebo Mili and youth leader Otul Jerang, who have been leading the protests. Police have registered eight criminal cases, and six more people have been detained for questioning.
The October 23 bandh was called across Siang, Upper Siang and parts of East Siang to demand the release of activists detained earlier. Tension rose after security forces reportedly fired tear gas at protesters near Geku. Four women were taken to a health centre and later discharged, police said.
The unrest then spread to Pasighat, where an NHPC office was set on fire, a police station was attacked and vehicles were damaged. The homes of state BJP president Kaling Moyong and Pasighat West MLA Ninong Ering were vandalised, along with the office of Adi Bane Kebang, the apex body of the Adi community.
The Congress's demands
The Arunachal Pradesh Congress Committee condemned the violence but called the reported deployment of 250 more Rapid Action Force (RAF) personnel "irresponsible, provocative and deeply alarming". Spokesperson Kon Jirjo Jotham accused the BJP-led state government of trying to intimidate communities worried about their land and livelihoods.
The party demanded:
- An independent inquiry into the alleged tear-gas firing near Geku.
- Fewer RAF deployments and the release of detainees where legally justified.
- A halt to pre-feasibility survey work until affected communities are properly consulted.
- Details of the reported ₹350-crore special development and livelihood package.
The government's position
Chief Minister Pema Khandu has said that the pre-feasibility exercise for the 11,200-MW project does not amount to approval for building the dam, and that the government is willing to talk to affected communities.
Violence in Upper Subansiri
On Monday, a 12-hour bandh called by the All Tagin Students Union and other groups against the proposed 1,605-MW Subansiri Upper Hydroelectric Project turned violent. Upper Subansiri SP Pawan Kumar Yadav said protesters damaged NHPC equipment and three vehicles, and a police constable and a CRPF jawan were injured. The bandh was later called off, and the situation is normal but being closely watched, he said.
