Health minister Prakash Abitkar says doctors posted on the High Court's orders often turn up only four days a week; activists oppose handing hospitals to private operators.
Maharashtra is considering running some public hospitals in tribal areas with private operators, health minister Prakash Abitkar said.
He said specialists were posted to rural hospitals after Bombay High Court criticism, but doctor absence remains a serious problem.
Activists say the state should strengthen its own health network instead of privatising care.
